Table steaks

Today at work my British coworker used the phrase "table steaks."

British coworker: it's slow going, got to start with the "table steaks" though
Me: what
British coworker: the "table steaks," you know. To use an Americanism.
Me: (louder for emphasis) WHAT

From our ensuing discussion I learned it means, "the minimum that's required."

At least that's what I think he was saying. To be honest, I have no idea. Have you ever heard this expression? Is it really a 'murricanism? Or was he trying to sneak in a bit of the old Queen's English?
