An inquiry into puzzling phenomena

Reading the Hilarious Science Fair Experiments thread reminded me of my own science project to-be: use regression analysis to determine the "best-fit" interpretation of the order of Potrero Hill's state streets. I find it VERY irritating that they aren't in alphabetical order. Instead, from west to east, they are laid out as follows:

Alabama
Florida
Hampshire
Vermont
Kansas
Rhode Island
Carolina
Wisconsin
Arkansas
Connecticut
Missouri
Texas
Mississippi
Pennsylvania
Indiana
Minnesota
Tennessee
Illinois

Were they just picking the names out of hats? Perhaps there's some hidden meaning, like "order in which they entered the union" or "per capita income" or "alphabetical by the second-to-last letter." In my science project, I'll come up with as many possibilities as I can, then find the best match using the "method of least squares."
